RECOMMENDATION
Adopt the Proposed Budget as the "Tentative Budget" and set a public hearing for June 5, 2018.
BACKGROUND
State law requires that the City Manager ("Budget Officer") submit his Proposed Budget for the next fiscal year to the City Council by the first regular council meeting in May. The Council is to adopt a "Tentative Budget" and schedule a public hearing to receive comments before adopting a "Final Budget" no later than June 22. The City Manager recommends the City Council adopt his Proposed Budget as the Tentative Budget with the understanding the Council may not ultimately agree with all the details and can amend it before adopting a Final Budget.
The City Manager is still finalizing his Proposed Budget and a Budget Message which serves as a summary of the detailed budget document. The Proposed Budget and Budget Message will be attached prior to the council meeting. The Council has already agreed to meet in at least two budget work sessions on May 8 and May 15 to discuss the City Manager's Proposed Budget. If the Council chooses to delay adoption of a Tentative Budget until May 15, that would still allow a Budget Newsletter to be prepared as an insert in the utility bills at the end of May, summarizing the Tentative Budget and announcing the public hearing on June 5.
